Crazy question.
Canadian here.
I have a 2022 Taos comfortline (SE equiv.?)

It doesn’t have the heated steering wheel. Dealer parts department said $630ish CAD for the high line steering wheel (with heat).
Is it a straight plug and play swap? Do I need other parts?
I so badly want that heated wheel!!!

I'd check with the dealer - there might be some coding required to enable it. If they can assure you it will work if they install it, it might be worth paying for an hour of labor.
My US SE has the heated wheel and to be honest, I have never tried it!

I dont understand why they would add all these bells and whistles. I miss the old fashioned base models and the price.
It only makes sense when you have a winter like in Canada. They used to offer such a package on the 2019 Jetta. It had the wiper de-icer which is a must on a winter storm. Without it you will end with a pair of ice sticks scratching the windshield.

In that case it makes sense. My old Daily driver had no bells and whistles, not even AC and I am in the southern US. Manual transmission and manual windows. Not something I would want to drive in the great white north as I had to use cardboard to block off 3/4s of the radiator to let it put some heat out in the winter....
