This might help

He Taos higline in Canada has regular cruise control. It is equipped with the front assist, a camera on the windshield, parking assistance and blind spot detection. However, driving assistance (adaptive cruise control, lane assist and sign display) and remote start are an option to be expected beforehand. In view of the competition, I was a little surprised that vw did not foresee this on the top model that is offered!

I ask for your help to know if you need to provide additional modules or is it a coding to activate what is missing or at least for part of it.

Pretty sure it is more than coding. Otherwise, it would be easy to just buy the cheaper model and turn it on.
It would probably require a software update at the very least which would most likely not be available to a vehicle that did not come with these features as standard.
